International commissaire Francesca Mannoli will become the first woman to chair a race jury for the Tour de France, which will be held July 1-24.
Mannoli, a native of Florence, Italy, has had an extensive career as a technical committee and race jury member in all three Grand Tours: the Giro d'Italia, Tour de France, and Vuelta a España.
He has served on the technical committee and race jury for all three Grand Tours.
The race jury has the important role of enforcing the UCI rulebook, making decisions regarding decisive moments during the race, checking the suitability of equipment, monitoring compliance with the rules, and maintaining safety during the race.
The Commissaires' Committee of Mannoli works closely with Christian Prudhomme, Race Director of the Tour de France, to resolve contentious decisions and facilitate the smooth running of the entire event.
The Race Jury will also make decisions regarding incidents, possible sanctions, and time penalties for teams and riders. In addition, it will be responsible for the administrative tasks of submitting reports on race results, race organization, incidents, penalties, and other aspects of the race, such as extreme weather, cancellations, deviations, etc.
The International Cycling Union (UCI) appoints the chief commissaires for the international events on its calendar and the commissaires' panels for the most major events. [Mannoli became an international commissaire in 1993 and has served as a race jury for major events such as the World Championships, the UAE Tour, Tirreno Adriatico, and the Italian Championships.
He has also served on the jury of five monuments, Milan-San Remo, Il Lombardia, Liège-Bastogne-Liège, Tour de Flanders, and Paris-Roubaix, and in 2021 he will preside over the first Paris-Roubaix fam.
